Job Summary: The Executive Director is responsible for providing leadership to drive the mission of the Havre Chamber Board of Directors and for the day-to-day operations of the Chamber. The Executive Director coordinates the activities of the Chamber staff, interacts with the Board of Directors and provides member services. The Executive Director supervises the Chamber Committees, Chamber events and projects and volunteer activities. The Executive Director is directly responsible to the President (Executive Committee) but shall be responsive to the Board of Directors, as well as, the Chamber membership, on all Chamber activities undertaken.

Role Description:  The Executive Director shall function as the chief executive officer of the Havre Area Chamber of Commerce. The principal role of the position is to ensure the effective operation of the Chamber while coordinating all organizational activities including programs, projects, committees, membership, training, supervision of staff/volunteers and fiscal responsibilities. 

  1. Essential Functions
  2. Chamber Structure, Policy and Procedure Development
    Provides the leadership to ensure that the Chamber functions with maximum efficiency. As established by the Board of Directors, assists committees, members, and staff to use the Program of Work, By-laws and Policies to promote the vision and mission of the organization. Identifies and implements solutions to challenges that face the Chamber and community. Recommend changes to the organizational structure and internal procedures to the Board of Directors for input and approval when needed. Exercises leadership in directing studies of innovative programs and projects, taking into consideration the membership needs. Maintains the Chamber By-laws and ensures that the Chamber policies as established by the board are properly recorded and documented in the policy manual.
  3. Membership
    Responsible for recruitment of new members and retention of sustaining members to the Chamber, striving to meet budget goals.
  4. Finances
    Develops the Annual Budget that relates to the program of work objectives, and committee goals for the Board approval. Ensures expenditures stay within the budget. Finds and prepares grants to fund Chamber programs.
  5. Relationships
  • Board of Directors - The Executive Director shall effectively communicate and update members on the Chamber’s activities and events through regular media communications, the Chamber’s quarterly newsletter, the Chamber’s Website, and social media. Responsible for meeting agendas, compiling, or overseeing the completion of Board minutes and organization records. Assist the Board in preparation of statements of the Chamber position on public issues.
  • Chamber Members - The Executive Director shall motivate members to support the activities and the programs of the Chamber. Continually review the needs of members and work with the Board to improve services and assist with adding value to the Chamber membership.
  • Community - The Executive Director represents the organization at appropriate meetings, serving as a liaison with all groups, being a spokesperson on pertinent issues. Utilizes effective communication skills to counsel and advise on development of programs and activities affecting the business community. Reviews legislation which could impact Chamber membership. Develops initiatives, including collaboratives with other organizations in Havre.
  1. Staff
    Responsible for the hiring and supervision of the office personnel, assigning duties, overseeing completed work, and establishing terms of employment within the framework of the approved budget. Implement personnel policies, conduct annual performance reviews and plan for training to further develop work skills.
  2. Volunteers
    Helps motivate, organize and if needed recruit effective volunteers to partake in activities within the structure of the Chamber.
  3. Tourism
    Serves as the Executive Director of the Havre/Hill County Tourism Business Improvement District, TBID, to help with development of short- and long-term goals. Communicate to the Board, city, county, and state meaningful information supporting activities of the tourism committee and the TBID. Leads, advises, and/or participates as appropriate in local, regional, and state tourism meetings on behalf of the Havre Chamber, including CVB/DMO meetings.
  4. Facilities
    The Executive Director in partnership with the Office Manager is responsible for maintaining an office which will provide for efficient office operations and project a positive image of the Chamber.
  5. Other Duties
    Chamber Committee meetings – attends and participates on a regular basis. Provides advice, counsels and helps with direct activities of the Chamber Committees. The Executive Director serves on the Central MT Regional Tourism Board and attends the annual Governor’s Conference on Tourism. Is an active member of the MT Association of Chamber Executives (MACE), goes to Havre City Council and Hill County Commissioner meetings when needed, and is in partnership with Bear Paw Development, MSU-Northern and Havre Public Schools.
  6. Working Conditions
    The work environment is dictated by the activities of the Chamber. The majority of work is performed in the office setting or in the business community. This position is subject to work outside traditional hours, and some travel may be required.

11.Physical Demands

While performing the duties of this job, the employee is frequently required to sit and occasionally walk and stand. The employee must be able to bend or twist at the neck and waist and reach above the head. Specific vision abilities include close vision, distance vision, depth perception, and the ability to adjust focus. This position may require the employee to occasionally lift and/or move up to 30 pounds, rarely over 50 pounds.

  • Demonstrates leadership abilities, strategic planning, problem solving, and organizational skills.
  • Utilizes strong verbal skills and written communication skills. This position requires communications with media, Havre area citizens, business, educational, and government leaders throughout the state. Verbal communications may include presenting to city council, local organizations, and media interviews. Written communications consist of press releases, social media posts, letters, requests for information, and grants.
  • Knowledge of Microsoft Office products, Google, Canva or similar platforms to generate or collaborate on promotional materials. (Work may include brochure designs, recruitment materials, event, and program pieces, and preparing information for the Chamber’s Website.)
  • Understanding of budgeting and record keeping.
  •  Experience with fundraising, to include familiarity with grant writing and oversight, as well as the development of budget projections and potential threat analysis.
